Before we started a reboot/shutdown/reset/upgrade action with the action tracker (`--wait`), we were setting a flag to prevent cobra from printing the returned error from the command.
This was to prevent the error from being printed twice, as the reporter of the action tracker already prints any errors occurred during the action execution.
But if the error happens too early - i.e. before we even started the status printer goroutine, then that error wouldn't be printed at all, as we have suppressed the errors.
This PR moves the suppression flag to be set after the status printer is started - so we still do not double-print the errors, but neither do we suppress any early-stage error from being printed.

There were weird hacks put into the tests, while each test already runs
in a temporary directory as 'working directory', so no hacks are needed.
Moreover, using fixed `/tmp/...` paths leads to test failures, as CI
runs docker & QEMU tests in parallel conflicting with each other.

Add output flag for `talosctl config info`.
This allows to programatically gather endpoints for CI tests.
Eg:

Waiting for node readiness now happens in the `MachineStatus` controller
which won't mark the node as ready until Kubernetes `Node` is ready.
Handling cordoning/uncordining happens with help of additional resource
in `NodeApplyController`.
New controller provides reactive `NodeStatus` resource to see current
status of Kubernetes `Node`.

`config.Container` implements a multi-doc container which implements
both `Container` interface (encoding, validation, etc.), and `Conifg`
interface (accessing parts of the config).
Refactor `generate` and `bundle` packages to support multi-doc, and
provide backwards compatibility.
Implement a first (mostly example) machine config document for
SideroLink API URL.
Many places don't properly support multi-doc yet (e.g. config patches).

This allows to put keys to META partition.
META contents can be viewed with `talosctl get metakeys`.
There is not real usecase for it yet, but the next PRs will introduce
two special keys which can be written:
* platform network config for `metal`
* `${code}` variable

Add talosctl machineconfig patch command which accepts a machine config as input and a list of patches, applying the patches and writing the result to a file or to stdout.
Link `talosctl machineconfig gen` to `talosctl gen config`, so they work the same way.

specify a jsonpath filter. Now they can reduce the information that is
printed to only the parts they are interested in.

Track the progress of the long-running actions `reboot`, `reset`, `upgrade` and `shutdown` on the client side by default, unless `--no-wait=true` is specified.
Use the events API to follow the events using the actor ID of the action and display it using an stderr reporter with a spinner.

API.
Consequences:
* COSI API can only go via one-2-one proxy (`client.WithNode`)
* client-side API access is way easier with `state.State` wrappers

Multinode requests were printing out the errors for each node to stderr,
but they didn't set the global error.
Refactor the code a bit to use a single function for handling that logic
to avoid rewriting it in many other places.

We add a new CRD, `serviceaccounts.talos.dev` (with `tsa` as short name), and its controller which allows users to get a `Secret` containing a short-lived Talosconfig in their namespaces with the roles they need. Additionally, we introduce the `talosctl inject serviceaccount` command to accept a YAML file with Kubernetes manifests and inject them with Talos service accounts so that they can be directly applied to Kubernetes afterwards. If Talos API access feature is enabled on Talos side, the injected workloads will be able to talk to Talos API.

This uses the `go-packet` library with native bindings for the packet
capture (without `libpcap`). This is not the most performant way, but it
allows us to avoid CGo.
There is a problem with converting network filter expressions (like
`tcp port 3222`) into BPF instructions, it's only available in C
libraries, but there's a workaround with `tcpdump`.

This PR allows the ability to generate `secrets.yaml` (`talosctl gen secrets`) using a Kubernetes PKI directory path (e.g. `/etc/kubernetes/pki`) as input. Also introduces the flag `--kubernetes-bootstrap-token` to be able to set a static Kubernetes bootstrap token to the generated `secrets.yaml` file instead of a randomly-generated one. Adds a new command `talosctl gen secrets` to generate a `secrets.yaml` file with Talos and Kubenetes secrets. This file can later be used like `talosctl gen config ... --with-secrets secrets` to generate a config with these pre-generated secrets. Closessiderolabs/talos#5861.

When integration tests run without data from Talos provisioner (e.g.
against AWS/GCP), it should work only with `talosconfig` as an input.
This specific flow was missing filling out `infoWrapper` properly.
Clean up things a bit by reducing code duplication.
