528b6b817e cmd/rng: fix long help text 
The number of bytes may only be specified if a device number id provided.

9a6e975c7c cmd: rng: Add rng list command 
The 'rng list' command probes all RNG devices and list those devices
that are successfully probed. Also update the help info.
