docs: refactor contributing guidelines for clarity and structure (#2044) 
This PR modernizes and restructures the CONTRIBUTING.md to make it more
welcoming, readable, and useful for new contributors. It updates several
points, links etc.

A new maintainer first needs r/w access to repositories + Jenkins CI +
vote.

Following the onboarded maintainer evolution and the interest, we can
later provide infra access.

Add CODEOWNERS file for automated reviewer assignment (#1832) 
This PR adds a CODEOWNERS file to automatically assign the appropriate
maintainer team for pull request reviews, addressing the manual reviewer
assignment issues outlined in

Improve clarity around bug/feature requests, and reorder sections 
Improved text under reporting bugs, to focus on what to do to raise an issue, and clarify the point about new packages just being an example of a new feature request.
I am also proposing reordering the sections to group the key end-user focused sections (report bugs, chat, discussions, mailing lists) before the developer-oriented ones.

The April contributors report action failed with

  Validation Failed: {"resource":"Issue","code":"custom","field":"body","message":"body is too long (maximum is 65536 characters)"}
  (https://github.com/flatcar/Flatcar/actions/runs/8776875403)

This is caused by the markdown report being too big.

This change splits the report: Contributions, discussions, advisories,
and issues are posted in the iussue summary, and PR stats are posted
separately in an issue comment.
