Adds a shortcut to start mini-omaha server directly.

TEST=./make_factory_package.sh --release RELEASE --factory FACTORY \
       --hwid none --run_omaha
     # omaha server starts after packages are prepared.
 ./make_factory_package.sh --config CONFIG --run_omaha # success
