Dongsu Park 1a2ecea436 signing: replace coreos with flatcar

We need to replace coreos with flatcar in image names.
This was already done under `offline_signing` directory, but since
the upstream repo renamed the directory to `signing`, it disappeared
during rebases. So add the change again.
