build_library: Fix directory handling in extraction script

I thought cpio was always creating the output directory automatically,
but it was silently failing. It would only extract the next rootfs when
run a subsequent time.

Move module signing key to /tmp, so that it stays in RAM. Disable
shredding signing key after coreos-modules finishes, but rather shred it
after coreos-kernel finishes, so that out of tree modules (like ZFS from
upstream portage) can also use the key before it is shreded.

Two warnings, SC2034 and SC2178, pop up very often with the references
- shellcheck handles them poorly and produces a ton of bogus warnings
about them. Silence the warnings and drop most of the "shellcheck
disable" clauses.
