main/gcc: fix detection of libatomic compiler builtins on riscv64

This is a hotfix for #12948 . It is still wort while considering whether
or not we really want to continue using --enable-autolink-libatomic
on riscv64 but this should fix problems such as #12817 in the meantime.

Executing killpower is needed to ensure that the system will automatically
reboot when the mains power is restored [1].
The script was taken from Gentoo [2].

main/busybox: backport fix for ash process substitutions

This patch is from the busybox ML and not yet merged upstream [1].
However, given the simplicity of this patch I think it is fine to apply
it anyhow for now. Especially considering that the fixed error
potentially breaks a few shell scripts.
