Add paths for seal config to cache exceptions. (#21223) 
Add paths for seal config to cache exceptions.

Add barrierSealConfigPath and recoverySealConfigPlaintextPath to
cacheExceptionsPaths in order to avoid a race that causes some
nodes to always see a nil value.
