ci: fix notifications and comments (#25356) 
* Fix the build notification. It appears that during a rebase the JSON
  payload was slightly corrupted.
* Don't create a successful CI step summary if the CI workflow is
  cancelled.
* Don't create a successful CI comment if the workflow was cancelled.
