This parameter does not apply to DR replication.
This document should specify that the `local` parameter only applies to performance replication because even with this enabled the audit device configuration is still replicated to a DR cluster. This is also the expected and desired behavior.

The operations are handled identically, but ~85% of the references were
POST, and having a mix of PUT and POST was a source of questions.
A subsequent commit will update the internal use of "PUT" such as by
the API client and -output-curl-string.
