Remove the Bulma CSS Framework (#19878)
* Step one: remove bulma (#19587)
* remove bulma and get app running
* add back in each statments from bulma variables

* VAULT-14566 copy/paste bulma css for classes that it defines and we do not.

Ember-cli upgrade from ~3.8 to ~3.20 (#9972)
* Update ember-cli to ~3.20
* Remove bad optional-feature
