Simon Glass 2610699420 patman: Update status command support cover-letter info
Add support to the status module for reading and supporting cover
letters, including comments. Plumb this through to the patchwork module.
The actual support in the latter is not yet integrated.

after we have found a runnable context in spusched_tick, the
context may have been scheduled by spu_activate().
This may result in a panic if we try to unschedule a context
