Move cru_rk3308.h and grf_rk3308.h to arch-rockchip to match path used
for all other Rockchip SoCs.

- Add board: rk3588 Generic, Cool Pi CM5, Theobroma-Systems RK3588 Jaguar SBC,
Toybrick TB-RK3588X;
rk3588s Cool Pi 4B;
rk3566 Pine64 PineTab2;
- Add saradc v2 support;
- Add PMIC RK806 support;
- rk3588 disable force_jtag by default;
- Migrate to use IO-domain driver for all boards;
- Use common bss and stack addresses for rk33xx and rk35xx boards;
- Other updates for driver, config and dts;
While there are currently uses for a stanza of "config BOARD_SPECIFIC_OPTIONS"
followed by "def_bool y" and a series of select/imply statements, having
this option set followed by nothing else doesn't provide anything.
Remove these stanzas.

The different macros use writel which is defined in asm/io.h, so let's
include the header so users of hardware.h do not need to include
asm/io.h as well.
While at it, remove asm/io.h includes wherever
asm/arch-rockchip/hardware.h is included already.

In a few cases we have MAINTAINERS entries that are missing obvious
paths or files. Typically this means a board directory that did not list
itself, but in a few cases we have a Kconfig file or similar.

Commit 6aa4fe3912 ("dm: core: Rename and fix uclass_get_by_name_len()")
changed uclass_get_device_by_name() to an exact match when previously it
behaved as a prefix match.
The roc-cc code relied on this prefix match by only specifying part of
the device name. Fix this by using the full name including the address.
