81f3a665ab common: Convert *.c/h from UTF-8 to ASCII enconfing 
Convert UTF-8 chars to ASCII in cases where make sense. No Copyright or
names are converted.

ba5eb2327b mips: octeon: Add misc cvmx-* header files 
Import misc cvmx-helper header files from 2013 U-Boot. They will be used
by the later added drivers to support networking on the MIPS Octeon II /
III platforms.
