Remove <common.h> from all mach-rockchip and include/asm/arch-rockchip
files and when needed add missing include files directly.

Sort imply statements under ROCKCHIP_RK3308 alphabetically and remove

The different macros use writel which is defined in asm/io.h, so let's
include the header so users of hardware.h do not need to include
asm/io.h as well.
While at it, remove asm/io.h includes wherever
asm/arch-rockchip/hardware.h is included already.

Definition of function board_debug_uart_init() must be under
CONFIG_DEBUG_UART_BOARD_INIT and not under CONFIG_DEBUG_UART,
as it was: see debug_uart.h. In this way the debug uart can
be used but its board-specific initialization skipped by
configuration, if useless.

bootloader's value to a U-Boot device. Implement this for rk3308.

Move this out of the common header and include it only where needed. In
a number of cases this requires adding "struct udevice;" to avoid adding
another large header or in other cases replacing / adding missing header
files that had been pulled in, very indirectly. Finally, we have a few
cases where we did not need to include <asm/global_data.h> at all, so
remove that include.

rename this to have the operation at the end. This is not widely used so
the impact is fairly small.

At present dm/device.h includes the linux-compatible features. This
requires including linux/compat.h which in turn includes a lot of headers.
One of these is malloc.h which we thus end up including in every file in
U-Boot. Apart from the inefficiency of this, it is problematic for sandbox
which needs to use the system malloc() in some files.
Move the compatibility features into a separate header file.

At present devres.h is included in all files that include dm.h but few
make use of it. Also this pulls in linux/compat which adds several more
headers. Drop the automatic inclusion and require files to include devres
themselves. This provides a good indication of which files use devres.
