In order to make it easier to move on to dropping common.h from code
directly, remove common.h inclusion from the rest of the header file
which had been including it.

This patch adds pinctrl support for MediaTek MT7621 SoC.
The MT7621 SoC supports pinconf, but it is not the same as mt7628.
