This old patch was marked as deferred. Bring it back to life, to continue
towards the removal of common.h
Move this out of the common header and include it only where needed.

This is a rare event and should not happen. When it does it is confusing to
work out why. At least we should print a message.
Adjust the emulator to always print decode errors to the console.

Forcing the tables into got2 caused extra relocation when using -mrelocatable.
This patch requires any board defining CONFIG_BIOSEMU to use -mrelocatable.
