rockchip: add description for TPL_ROCKCHIP_COMMON_BOARD

Browse Source 
SPL_ROCKCHIP_COMMON_BOARD, an almost identical option, has a title but
this one doesn't for some reason. Add a description to make the menu
easier to read.
