serial: lpuart: Move CONFIG_FSL_LPUART to Kconfig

Browse Source 
LPUART is seen on Freescale VF610 and QorIQ Layerscape devices.
Create a Kconfig option and move it to defconfig for all boards
that have this serial driver.
