feat: implement kubernetes server-side apply ...

* add SSA via the new go-kubernetes library implementation to talosctl `upgrade-k8s` command
* add SSA via direct ResourceInterface call into talos (machined) with a manual inventory update
* add an integration test for ssa functionality
