feat: implement machine config documents for event and log streaming
Fixes #7228

Add some changes to make Talos accept partial machine configuration
without main v1alpha1 config.

With this change, it's possible to connect a machine already running
with machine configuration (v1alpha1), the following patch will connect
to a local SideroLink endpoint:

Talos is a modern OS for running Kubernetes: secure, immutable, and minimal. Talos is fully open source, production-ready, and supported by the people at Sidero Labs All system management is done via an API - there is no shell or interactive console. Benefits include:
