fix: blockdevice transport detection ...

Fixes #10292

This pulls in fixes from go-blockdevice library:

* https://github.com/siderolabs/go-blockdevice/pull/127
* https://github.com/siderolabs/go-blockdevice/pull/128

Also allow `megaraid` emulation in `talosctl cluster create`.
