Implement SELinux labeling support in EtcFileController, label both squashfs and runtime-created files in /etc and /system/etc.
Add corresponding test cases.

This option must be defined at the proto level in order to have an
import path that is reasonably usable

There's a cyclic dependency on siderolink library which imports talos
machinery back. We will fix that after we get talos pushed under a new
name.
