This PR does those things:
- Fixes race condition where controller could potentially modify upstream, while other controller is copying its internals to the slice.
- Simplifies `run` function in `DNSUpstreamController` by removing all `Idx` handling.
- Removes `Idx` field from `DNSUpstream`. Upstreams are now sorted by their id with №X prefix.
- `Proxy` Stop is now called from the finalizer. In combination with iterators, this ensures that we only stop upstream when it's fully unreachable.

Add support for uploading images to GCP in cloud image uploader.
GCP is not enabled by default since it's going to be used for e2e-tests

Currently, we use `github.com/coreos/go-semver/semver` and `github.com/hashicorp/go-version`
for version parsing. As we use `github.com/blang/semver/v4` in our other projects, and it
has more features, it makes sense to use it across the projects. It also doesn't allocate
like crazy in `KubernetesVersion.SupportedWith`.

Add boolean value to drone pipeline and the cloud images hack will check the value to determine which Azure Compute Gallery to push images to.

- Add /hack/cloud-image-uploader/azure.go
- Upload vhd file to container for all architectures
- Create managed disk from vhd file for all architectures
- Create image version from managed disk for all architectures
- Modify /hack/cloud-image-uploader/main.go
- Start Community Gallery processes concurently with AWS upload
- Modify /hack/cloud-image-uploader/options.go
- Add additional Options for Community Gallery processes
- Modify .drone.jsonnet to use secrets for environment variables
- The following secrets need to be created for this to work:
- azure_subscription_id
- azure_client_id
- azure_client_secret
- azure_tenant_id
