This PR adds a new controller - `DNSServerController` that starts tcp and udp dns servers locally. Just like `EtcFileController` it monitors `ResolverStatusType` and updates the list of destinations from there.
Most of the caching logic is in our "lobotomized" "`CoreDNS` fork. We need this fork because default `CoreDNS` carries
full Caddy server and various other modules that we don't need in Talos. On our side we implement
random selection of the actual dns and request forwarding.

As the controller reconciles every /etc file present, it might be called
multiple times for the same file, even if the actual contents haven't
changed.
Rewriting the file might lead to some concurrent process seeing
incomplete file contents more often than needed.

This refactors code to handle partial machine config - only multi-doc
without v1alpha1 config.
This uses improvements from
https://github.com/cosi-project/runtime/pull/300:
* where possible, use `TransformController`
* use integrated tracker to reduce boilerplate
Sometimes fix/rewrite tests where applicable.

`config.Container` implements a multi-doc container which implements
both `Container` interface (encoding, validation, etc.), and `Conifg`
interface (accessing parts of the config).
Refactor `generate` and `bundle` packages to support multi-doc, and
provide backwards compatibility.
Implement a first (mostly example) machine config document for
SideroLink API URL.
Many places don't properly support multi-doc yet (e.g. config patches).

There's a cyclic dependency on siderolink library which imports talos
machinery back. We will fix that after we get talos pushed under a new
name.

This the first step towards replacing all import paths to be based on
`siderolabs/` instead of `talos-systems/`.
All updates contain no functional changes, just refactorings to adapt to
the new path structure.

When registry CRI config gets updated, contents of the file are written
to the `EtcFileSpec` resource, which gets rendered to disk and resource
`EtcFileStatus` is updated when the config is ready.
CRI config parts are merged from contents of `*.part` files which come
from system extensions and dynamic registry config which is written via
`EtcFileSpec` resource. As the controller was incorrectly triggered on
`EtcFileSpec` resource while reading files from disk, it might have read
stale contents of CRI config part (which hasn't been fully rendered to
disk), it might miss the latest content of the CRI config.
With the fix, controller is triggered on `EtcFileStatus` update, so when
the file is rendered to disk.
The symptom of the bug is the empty CRI registry config like:

Containerd doesn't support merging plugin configuration from multiple
sources, and Talos has several pieces which configure CRI plugin:
(see https://github.com/containerd/containerd/issues/5837)
* base config
* registry mirror config
* system extensions
* ...
So we implement our own simple way of merging config parts (by simply
concatenating text files) to build a final `cri.toml`.
At the same time containerd migrated to a new format to specify registry
mirror configuration, while old way (via CRI config) is going to be
removed in 1.7.0. New way also allows to apply most of registry
configuration (except for auth) on the fly.
Also, containerd was updated to 1.6.0-rc.0 and runc to 1.1.0.

This implements two controllers: one which generates templates for
`/etc/hosts` and `/etc/resolv.config`, and another generic controller
which renders files to `/etc` via shadow bind mounts.
