Currently, we use `github.com/coreos/go-semver/semver` and `github.com/hashicorp/go-version`
for version parsing. As we use `github.com/blang/semver/v4` in our other projects, and it
has more features, it makes sense to use it across the projects. It also doesn't allocate
like crazy in `KubernetesVersion.SupportedWith`.

AWS image uploads recently consistently fail in some regions, which
blocks the release process. Allow to skip some AMIs if they fail to
upload.
Disable Azure until #7512 is resolved.

Change disk size and tier to 16GiB and tier: P3
Add boolean value to drone pipeline and the cloud images hack will check the value to determine which Azure Compute Gallery to push images to.

Create Azure Community Gallery Image Version on release:
- Add /hack/cloud-image-uploader/azure.go
- Upload vhd file to container for all architectures
- Create managed disk from vhd file for all architectures
- Create image version from managed disk for all architectures
- Modify /hack/cloud-image-uploader/main.go
- Start Community Gallery processes concurently with AWS upload
- Modify /hack/cloud-image-uploader/options.go
- Add additional Options for Community Gallery processes
- Modify .drone.jsonnet to use secrets for environment variables
- The following secrets need to be created for this to work:
- azure_subscription_id
- azure_client_id
- azure_client_secret
- azure_tenant_id

machinery back. We will fix that after we get talos pushed under a new
name.

This the first step towards replacing all import paths to be based on
`siderolabs/` instead of `talos-systems/`.
All updates contain no functional changes, just refactorings to adapt to
the new path structure.

There is no need to use `assert.Implements` since we can express this check during compile time. Go will eliminate `_` variables and any accompanying allocations during dead-code elimination phase.
This commit also removes:
tok := new(v1alpha1.ClusterConfig).Token()
assert.Implements(t, (*config.Token)(nil), tok)
Code since it doesn't check anything - v1alpha1.ClusterConfig.Token() already returns a config.Token interface.
Also - run `go work sync` and `go mod tidy`.
