This option must be defined at the proto level in order to have an
import path that is reasonably usable

There's a cyclic dependency on siderolink library which imports talos
machinery back. We will fix that after we get talos pushed under a new
name.

This commit adds structprotogen tool which is used to generate proto file from Go structs.
