653d0738f9 types/netmap: remove PrivateKey from NetworkMap 
It's an unnecessary nuisance having it. We go out of our way to redact
it in so many places when we don't even need it there anyway.

8597b25840 tsconsensus: add a tsconsensus package 
tsconsensus enables tsnet.Server instances to form a consensus.

tsconsensus wraps hashicorp/raft with
 * the ability to do discovery via tailscale tags
 * inter node communication over tailscale
 * routing of commands to the leader
