3ced30b0b6 tka: clarify that this limit is on disablement *values* not *secrets* 
Values get written into TKA state; secrets don't.

6f0ca946c6 tka: consolidate all the limits into a single file 
This makes the limits easier to find and change, rather than scattering
them across the TKA code.
