tstest/integration/vms: add incoming SSH test
This dials the VM over Tailscale and ensures that it answers SSH requests. This patch also refactors the testing framework to allow dialing connections into the Tailscale network. Signed-off-by: Christine Dodrill <xe@tailscale.com>
