Optimise lowWatermark in Isolation (#7332) 
* Track open appenders in doubly-linked list to make lowWatermark O(1).
* Use RW locks.
* Added BenchmarkIsolationWithState.

This repository contains the Prometheus storage layer that is used in its 2.x releases.

A writeup of its design can be found here.
