Bryan Boreham 2ac1632eec storage/remote: improve symbol-table handling ...

On the incoming path, `writeHandler.write()` creates a new table for
each request.

`labelProtosToLabels` takes a `ScratchBuilder` now.

Call `NewScratchBuilder` as required in tests.
