* set enablePerStepStats and lookback duration via
`NewTestEngine` parameters.
* check maxSamples by recreating query engine
* check lookback without modifying internals

refactor: Move NewTestEngine into promqltest
And export `DefaultMaxSamplesPerQuery` so callers can replicate previous
