PromQL: Refactor parser to use instance configuration instead of global flags
Parser configuration is now per-engine/API/loader and no longer uses package-level flags, so behavior is consistent and tests don't rely on save/restore of global variables.

Add anchored and smoothed to vector selectors. (#16457)
* Add anchored and smoothed to vector selectors.

This adds "anchored" and "smoothed" keywords that can be used following a matrix selector.

"Anchored" selects the last point before the range (or the first one after the range) and adds it at the boundary of the matrix selector.

"Smoothed" applies linear interpolation at the edges using the points around the edges. In the absence of a point before or after the edge, the first or the last point is added to the edge, without interpolation.

*Exemple usage*

* `increase(caddy_http_requests_total[5m] anchored)` (equivalent of *caddy_http_requests_total - caddy_http_requests_total offset 5m* but takes counter reset into consideration)
* `rate(caddy_http_requests_total[step()] smoothed)`

747c5ee2b1 Apply analyzer "modernize" to the whole codebase
See
https://pkg.go.dev/golang.org/x/tools/gopls/internal/analysis/modernize
for details.

This ran into a few issues (arguably bugs in the modernize tool),
which I will fix in the next commit, so that we have transparency what
was done automatically.

Beyond those hiccups, I believe all the changes applied are
legitimate. Even where there might be no tangible direct gain, I would
argue it's still better to use the "modern" way to avoid micro
discussions in tiny style PRs later.

31eb3b286d [TESTS] PromQL: shrink work done in BenchmarkRangeQuery
Previously, BenchmarkRangeQuery would run each case with three data sizes
(1, 10, 100) and three range lengths (1, 100, 1000) for nine variations.

With 36 cases, running with `-count=6` to get dependable results, would
take 40-50 minutes in total.

This PR removes the middle option in both dimensions, thus shrinking to
four variations and about 20 minutes to run everything.

[FEATURE] PromQL: Add experimental info function MVP (#14495)
The `info` function is an experiment to improve UX
around including labels from info metrics.
`info` has to be enabled via the feature flag `--enable-feature=promql-experimental-functions`.

This MVP of info simplifies the implementation by assuming:
* Only support for the target_info metric
* That target_info's identifying labels are job and instance

Also:
* Encode info samples' original timestamp as sample value
* Deduce info series select hints from top-most VectorSelector

Implement histogram statistics decoder (#14097)
Implement histogram statistics decoder

This commit speeds up histogram_count and histogram_sum
functions on native histograms. The idea is to have separate decoders which can be
used by the engine to only read count/sum values from histogram objects. This should help
with reducing allocations when decoding histograms, as well as with speeding up aggregations
like sum since they will be done on floats and not on histogram objects.

c3c7d44d84 lint: Adjust to the lint warnings raised by current versions of golint-ci
We haven't updated golint-ci in our CI yet, but this commit prepares
for that.

There are a lot of new warnings, and it is mostly because the "revive"
linter got updated. I agree with most of the new warnings, mostly
around not naming unused function parameters (although it is justified
in some cases for documentation purposes – while things like mocks are
a good example where not naming the parameter is clearer).

I'm pretty upset about the "empty block" warning to include `for`
loops. It's such a common pattern to do something in the head of the
`for` loop and then have an empty block. There is still an open issue
about this: https://github.com/mgechev/revive/issues/810 I have
disabled "revive" altogether in files where empty blocks are used
excessively, and I have made the effort to add individual
`// nolint:revive` where empty blocks are used just once or twice.
It's borderline noisy, though, but let's go with it for now.

I should mention that none of the "empty block" warnings for `for`
loop bodies were legitimate.

* promql: add test for race conditions in query engine

Note we skip large count_values queries -
`count_values` allocates a slice per unique value in the output, and
this test has unique values on every step of every series so it adds up
to a lot of slices. Add Go runtime overhead for checking `-race`, and
it chews up many gigabytes.

We always track total samples queried and add those to the standard set

We also allow optionally tracking per-step samples queried. This must be

The engine flag is exposed via a Prometheus feature flag, while the
query flag is set when stats=all.
