Let's be more specific about the license.
Upon GitHub's suggestion, add a LICENSE file to make it clear we are using The PostgreSQL License. Assign the copyright to The PostgreSQL Global Development Group as it's done for PostgreSQL, as it seems to be the right thing to do.
