Restore CONFIG_PAGE_BLOCK_MAX_ORDER=10 in malta 6.18 config fragments
to fix build failures where PAGE_BLOCK_MAX_ORDER was undefined.
Support for Linux 6.18 on malta was added after this OpenWrt change:
ac0cb87a45.
Before that integration, the kernel option CONFIG_PAGE_BLOCK_MAX_ORDER=10
was provided in target/linux/generic/config-6.18 and applied broadly.
After the malta 6.18 integration the generic fragment no longer supplied
this option for malta targets, which caused some backported code paths
and drivers to assume PAGE_BLOCK_MAX_ORDER was defined and led
to compilation failures.

Convert the malta target from the legacy Image/BuildKernel and
Image/Build pattern to the modern Device macro system. This is the
last target still using the legacy pattern.
The Device macro system automatically generates per-image JSON
metadata files which get aggregated into profiles.json, enabling
firmware selector and other tooling support for all malta subtargets
(be, le, be64, le64).
The kernel ELF is produced via KERNEL_NAME := vmlinux.elf (matching
octeon), uImage artifacts are built using the standard Build/lzma,
Build/gzip and Build/uImage commands with the existing load address
0x80100000, and rootfs images use append-rootfs with optional gzip
compression.
The device is named 'generic' following the convention used by other
virtual/emulated targets (x86, armsr, octeon).

Commit ab805ec316b5 ("generic: add missing squashfs config") enabled
CONFIG_SQUASHFS_DECOMP_MULTI_PERCPU in the generic config, so it is no
longer needed in the target configs.

Endianness depends on CPU architecture. CONFIG_CPU_(BIG/LITTLE)_ENDIAN should
be enabled on target or subtarget based on SoC architecture.

Currently malta configures the first Ethernet device as WAN interface.
If it finds a second one it will configure it as LAN.
This commit reverses it to match armvirt and x86. If there is only one
network device it will be configured as LAN device now. If we find two
network devices the 2. one will be WAN.
If no board.d network configuration is given it will be configured in
package/base-files/files/etc/board.d/99-default_network

Both CLANG_VERSION and LLD_VERISON are autogenerated runtime
configuration options, so add them to the kernel configuration filter
and remove from generic and per-target configs to keep configs clean.

Some targets select HZ=100, others HZ=250. There's no reason to select a higher
timer frequency (and 100 Hz are available in every architecture), so change all
targets to 100 Hz.
