mediatek: filogic: enable ascii-env NVMEM driver

Enable ascii-env NVMEM driver (CONFIG_NVMEM_LAYOUT_ASCII_ENV) on
mediatek/filogic subtarget, to handle ascii-based MAC addresses
in key-value format stored to the mtd partition.
