LISP mapping provider should not be aware of LISP driver, and LISP specific LCAF to Mapping Extension conversion will be realized in LISP extension address interpreter which is located in protocol. Change-Id: Idc38c13e084e323f9e07a62fcfac846d6b3d9a56
