A set of mininet based HA tests based on onos.py
Currently includes the following tests:
    - a control network partitioning test
    - A dynamic cluster scaling test

7a174cf49b [ONOS-5184] Allow configuring cluster partition size 
Adds a new parameter to onos-form-cluster: -s <partition-size>
to allow specifying the partition size to be used when creating
the cluster.
