This commit integrates the REST proxy within the standard REST
protocol and provider, supporting multiple devices managed by
a single REST end point (e.g. a REST-based second level controller).
It introduces the concept of RestSBServer, that represents
the REST service exposed by a single or a set of devices.

Adding code to support RESTCONF protocol as one of
the supported SBI protocols of ONOS. This RESTCONF SBI extends
the current REST SBI protocl and adds some new APIs/functinalities
so that a provider can subscribe/register to an external restconf
server to receive notification stream.

Also, changing the visibility of one of its APIs from "private" to "protected" so that it can
gets called from inherrited subclasses.
