ca9cc8e28e Avoid use of Objects.hash when there's only 1 params 
- directly call #hashCode() when hashed Object seems non-null
- replace with Objects.hashCode(Object) when Nullable
- replace with Long.hashCode(long), etc. when primitive

4cb3988138 Moved ProxyArp, SDN-IP and BgpRouter to use new config format. 
The new config format is based on the new network configuration subsystem.

Includes a few config fixes to NetworkConfigLoader and InterfaceManager.

2a65575cf8 Improve the resiliency of the packet deserialization code. 
Packet deserializers now check for malformed input while reading the byte
stream. Deserializers are re-implemented as functions that take a byte array
and return a packet object. The old IPacket.deserialize(...) methods have been
deprecated with the goal of eventually moving to immutable packet objects.
Unit tests have been implemented for all Deserializer functions.

49bcae9ff3 Minor BgpRouter tweaks to make deactivating and reactivating easier: 
* Push filters and default flows on activate if switch is already connected
  * Don't try and push filters for interfaces on other switches

f9ba4221c1 Currently need to specify handshaker behavior in onos-drivers xml file. 
Later this need will be removed as the system will use default behaviors.
Fixed a bug in group checker where it was consulting the wrong map.
Cleaned up some logs

dfc639e6a2 Adding in some imports necessary for test code included in BGP router 
to test routing functionality without launching Quagga. Before the next
release, both the test code and its imports will be removed.

2a441c6807 Flow Objective implementation 
Provides an abstraction which isolates the application from any pipeline
knowledge. By using the provided objectives applications can express
their forwarding desires in a pipeline agnostic way. The objectives
are then consumed by a driver for the specific device who converts them
into the appropriate pipeline coherent flows.
