Introduce a buffer for `PeerEvents` channel, to not block adding new
machines when SideroLink is processing new peers.

This PR adds the support for WG over GRPC. New field `VirtualAddrport`
in `SiderolinkSpec` should allow for both
setting the virtual addr and loading it after the Omni restart.
