This change allows to define two cluster CIDRs for compatibility with
Kubernetes dual-stack, with an assumption that two CIDRs are usually
IPv4 and IPv6.

This PR logs `ipset` and `iptables` commands at log level 9.
I've recently encountered an issue with Kubernetes v1.24.0 and
`kube-router` v1.5.1 where the node's network goes bonkers as soon as
`NetworkPolicyController::syncNetworkPolicyChains` is executed (last log
line is "Syncing network policy chains took 48.780838ms"). After that,
`ssh` freezes and `kubelet` becomes inacessible.
Debugging this issue proved to be quite daunting, specially due to the
lack of insight on which network policies are being applied.
Adding these logs have helped the debugging process immensely so far.
On Linux kernels >5.10 there is was a new option added to ipset where a
hexadecimal value was persisted from the kernel to the userspace so that
ipsets could be restored exactly as they were by referencing the same
randomized set string.
However, kube-router is not able to benefit from that as it often
changes the ipset between "ipset save" and "ipset restore" actions.
Additionally, it utilizes the options that it gets from the save
verbatim in both a temp set and the final set that it swaps into to
prevent data path disruptions.
Finally, it bases the number of temporary sets it has to create based on
unique sets of options. Since initval is intentionally unique between
each set, it causes us to execute many more options than we actually
need to and reduces performance considerably on newer kernels that
support this option.

Rename getWithdraw to make it more explicit what its doing here. Also
add documentation as to why this is needed on Update and not
Create/Delete as well as why we only treat externalIPs.

AddPolicies is already called downstream of nrc.OnEndpointsUpdate() so
there is no need to do it here as well, the only result is that this
expensive operation and idempotent operation is run twice.

functionality related to services that is shared.
* fix: add logging back to tryHandleServiceDelete
This commit updates kube-router to use `ipset restore` instead of calling `ipset add` multiple times in a row. This significantly improves its performance when working with large sets of rules.

This should be improved. Some hash string should be used for
temp names.
