Egor Shestakov f24ed2a5d1 DOC/CLEANUP: config: update mentions of the old "Global parameters" section ...

The name of "Global section" was changed only in the summary, not in the
text itself. The names of some related refs were also updated.

Should be backported as far as 3.2.
