Users can set the location of haproxy.cfg and pidfile files by providing
a systemd overwrite file /etc/systemd/system/haproxy.service.d/overwrite.conf
with the following content:

    [Service]
    Environment=CONFIG=/etc/foobar/haproxy.cfg
