4d653a6285 REORG: include: move SWAP/MID_RANGE/MAX_RANGE from tools.h to standard.h
Tools.h doesn't make sense for these 3 macros alone anymore, let's move
them to standard.h which will ultimately become again tools.h once moved.

5ae5006dde REORG: include: move MIN/MAX from tools.h to compat.h
Given that these macros are usually provided by sys/param.h, better move
them to compat.h.

4c7e4b7738 REORG: include: update all files to use haproxy/api.h or api-t.h if needed
All files that were including one of the following include files have
been updated to only include haproxy/api.h or haproxy/api-t.h once instead:

  - common/config.h
  - common/compat.h
  - common/compiler.h
  - common/defaults.h
  - common/initcall.h
  - common/tools.h

The choice is simple: if the file only requires type definitions, it includes
api-t.h, otherwise it includes the full api.h.

In addition, in these files, explicit includes for inttypes.h and limits.h
were dropped since these are now covered by api.h and api-t.h.

No other change was performed, given that this patch is large and
affects 201 files. At least one (tools.h) was already freestanding and
didn't get the new one added.

6b5b44e10f BUG/MINOR: ssl: ssl_sock_load_pem_into_ckch is not consistent
"set ssl cert <filename> <payload>" CLI command should have the same
result as reload HAproxy with the updated pem file (<filename>).
Is not the case, DHparams/cert-chain is kept from the previous
context if no DHparams/cert-chain is set in the context (<payload>).

This patch should be backport to 2.1

d3db94399f [MINOR] tools: add two macros MID_RANGE and MAX_RANGE
Those will be used later, they return the largest and middle integer
possible for a given variable or type.

17f449b214 [MINOR] move MAXPATHLEN definition to compat.h
MAXPATHLEN may be used at other places, it's unconvenient to have it
redefined in a few files. Also, since checking it requires including
sys/param.h, some versions of it cause a macro declaration conflict
with MIN/MAX which are defined in tools.h. The solution consists in
including sys/param.h in both files so that we ensure it's loaded
before the macros are defined and MAXPATHLEN is checked.

075a12284c [MINOR] forgot to include common/tools.h in the archive.
tools.h contains several commonly-used macros such as MIN()
and MAX().
