[RELEASE] Released version 1.4-dev1
Released version 1.4-dev1 with the following main changes :
- [MINOR] acl: add support for matching of RDP cookies
- [MEDIUM] add support for RDP cookie load-balancing
- [MEDIUM] add support for RDP cookie persistence
