CLEANUP: mux-quic: remove unused QC_CF_CC_RECV

This flag was used to notify the MUX about a CONNECTION_CLOSE frame
reception. It is now unused on the MUX side and can be removed. A new
mechanism to detect quic-conn closing will be soon implemented.
