CI: github: add a job to test the master branch of OpenSSL

vtest.yml only builds the releases of OpenSSL for now, there's no way to
check if we still have issues with the API before a pre-release version
is released.

This job builds the master branch of OpenSSL.

It is run everyday at 3 AM.
