71c8de23c2 chore: regenerate Bazel files, use go.mod to specify Go SDK version 
This brings things more into line with modern conventions for
build target names, and means we have fewer sources of truth for
the minimum Go version that's needed.

b2dbc0c524 fix order-dependent test 
TestSdumpLargeDefinition is depnding on a global state change in
TestSdumpReusedPointers. It can't pass if it runs in the wrong order.

Fixes internal auto-filled bug.

82f949e7fe Extract AST processing to separate packages 
Making it independent from the jsonnet package breaks the circular
dependency during stdast generation.
